The present invention includes a cathode electrode and an anode electrode which is supplied with power, and a pratone electrolyte layer and a porous catalyst layer provided between the cathode electrode and the anode electrode to move the pratone, and are supplied to the cathode electrode and the anode electrode, respectively. The present invention relates to a methane-oxygen generator for producing methane and oxygen from carbon dioxide and water and a method for producing methane from carbon dioxide using the same.
