PURPOSE: A plasma discharging-based apparatus for sterilization-treating ballast water using micro-bubbles is provided to improve the treating efficiency of ballast water by supplying the micro-bubbles to a plasma reactor. CONSTITUTION: A plasma discharging-based apparatus for sterilization-treating ballast water using micro-bubbles includes a plasma reactor(210) and a micro-bubble generating unit(100a). The plasma reactor includes at least one pair of electrodes(231, 232) to implement plasma discharging reactions. The micro-bubble generating unit is in connection with the plasma reactor and generates micro-bubbles to be supplied into the plasma reactor. The plasma reactor includes the inlet(211) of ballast water from seawater and the outlet(212) of ballast water without microorganisms. The micro-bubbles are ozone gas or air.
