PURPOSE: A cutting insert for fluting and a tool holder are provided to enable smooth cutting since the binding force of a cutting insert and a blade are enhanced by a recess surface and a protrusion, so the cutting insert is not pushed back from the blade.;CONSTITUTION: A cutting insert(100) for fluting comprises a body(110), a lower slot(120), an upper slot(130), and a plurality of recess surfaces(124). The body is formed to be long. Cutting edges(140) are formed on the front and rear of the body. The lower slot is formed on the lower part of the body to be concave and in the longitudinal direction of the body. The upper slot is formed on the lower part of the body in the longitudinal direction of the body.
