PURPOSE: A touch panel and a flat display device including the same are provided to increase the transmittance of the touch panel by forming lower electrodes to be slanted with respect to the touch panel. CONSTITUTION: A plurality of lower electrodes(230) on the upper side of a substrate to be slanted. An insulating layer(250) is formed on the upper side of the lower electrodes. The insulating layer includes a plurality of contact holes which exposes parts of the lower electrodes. A plurality of upper electrodes(270) is formed on the upper side of the insulating layer. The upper electrodes are in electric connection with the lower electrodes through the contact holes.
