PURPOSE: A high-strength steel plate having excellent low-temperature toughness and a manufacturing method thereof are provided to improve the toughness and strength of a welded part by controlling the size of a TiN precipitate. CONSTITUTION: A manufacturing method of a high-strength steel plate having excellent low-temperature toughness is as follows. A steel plate slab is reheated(S110). The reheated steel plate slab is firstly rolled at the recrystallization temperature range of austenite(S120). The firstly hot-rolled steel plate is secondly rolled at the non-recrystallization temperature range of austenite(S130). The secondly hot-rolled steel plate is thirdly hot-rolled at a temperature of 780-820 degrees(S140). The thirdly hot-rolled steel plate is cooled(S150).
