PURPOSE: An apparatus for separating/concentrating seawater electrolyte, an apparatus for photo-electrochemically manufacturing hydrogen based on the seawater electrolyte, and a method for manufacturing hydrogen are provided to maximize the manufacturing efficiency of hydrogen using seawater resources. CONSTITUTION: An apparatus for separating/concentrating seawater electrolyte includes a seawater storing part(10), a membrane cell(20), a seawater supplying part(30), a separated seawater discharging part(40), and a concentrated seawater discharging part(50). The seawater storing part stores seawater after particulate materials are eliminated from natural seawater. Nanofiltration membrane is arranged in the membrane cell, and the membrane cell separates/concentrates ionic components in the seawater. The separated seawater discharging part discharges separated seawater. The total dissolved solids(TDS) concentration of the separated seawater is lower than the TDS concentration of the natural seawater. The concentrated seawater is discharged to the seawater storing part.
