PURPOSE: A foodwaste collecting device under a measured rate system is provided to enable foodwaste to be discharged regardless of the kind or size of a container and minimize fault, by removing a motor. CONSTITUTION: A foodwaste collecting device under a measured rate system comprises a card reader(7), a gas shock absorber(12), an upper lid(4), a foodwaste collecting box(1), a pressing plate(6), an aerogenerator(20), and a battery(21). If a card makes contact with a card slit or is inserted into the card slit, a cover is opened by the operation of the gas shock absorber, and foodwaste is put into the collecting box. The weight of the foodwaste is measured by a scale(22), and cost is automatically calculated. If a user presses the pressing plate, the cover is closed and the card goes out.
