PURPOSE: A passenger recognizing device is provided to recognize clearly objects even if water is absorbed into a seat, since a value output according to a change in electric field by the objects is compared with a predetermined value.;CONSTITUTION: A passenger recognizing device comprises first and second electrodes(20,30), a water sensing unit, and a control unit(52). Electric field to which an object occupying a seat is exposed is formed between first and second electrodes. The water sensing unit senses the amount of the water of the seat.
