PURPOSE: An apparatus for dynamically allocating resources in a communication system and method thereof are provided to support the coexistence of a communication system by providing information for constituting a frame.;CONSTITUTION: A base station determines an FCI(Frame Configuration Index) value corresponding to a DL(Down Link) offset value(301). The base station transmits the determined FCI value to a sixteen meters terminal(303). The base station determines the distribution rate of a 16e-16m sub frame(305). In case the transmission period of the sixteen meters sub frame is arrived, the base station constitutes a sub frame indicator(307, 309).
