PURPOSE: A portable device with a black box function and a system device thereof are provided to enable parents to listen to inputted voice information when the parents click location information marked on a map, thereby enabling the parents to easily check happenings to children of the parents.;CONSTITUTION: An input unit(102) receives voice information. A location tracking unit(106) tracks a moving route. A processing unit(108) sets information about a specific location on the moving route as basic information. A storage unit(104) stores the voice information and the basic information. If a specific event is generated, a control unit(120) stores basic information about a current location that the processing unit processes and voice information about surrounding conditions of a corresponding location inputted by the input unit.
