PURPOSE: An apparatus and a method for treating water based on a complex advanced oxidizing process are provided to improve the efficiency of water treatment by increasing the dissolution of ozone based on a hollow fiber membrane. CONSTITUTION: A feed water storing tank(100) is prepared. A pump(120) is arranged at a feed water transferring line(110) and pumps feed water. A hydrogen peroxide supplying part(200) is in connection with the feed water transferring line and supplies hydrogen peroxide. A first reacting part(500) transfers the feed water and the hydrogen peroxide into a first body(510). A second reacting part(600) transfers the feed water from the first reacting part into a second body(610). An ozone inlet(511) is formed at the first reacting part and introduces ozone from an ozone supplying part(400). In the first reacting part, the feed water is primarily advanced-oxidized based on HO_2 radicals and OH radicals. The second reacting part includes an ultraviolet ray-based lamp(620) in the second body. Remaining feed water is secondarily advanced-oxidized in the second reacting part.
