PURPOSE: A dynamic streaming system and a method thereof based on RTSP are provided to measure transmission speed between a client and a streaming system and transmit encoded stream according to transmission speed. CONSTITUTION: A first server(104) measures transmission bandwidth with a client terminal(106). A second server(102) streams encoded stream with the client terminal in an encoding method corresponding to transmission bandwidth measurement information. The second server streams the encoded stream with the client terminal.
