PURPOSE: A touch panel and a flat panel display device comprising the same are provided to reduce production cost by processing simplification. CONSTITUTION: A touch panel comprises an insulating substrate(110), and a plurality of lower electrodes(120a-120c), a color filter(130a-130c) and a plurality of upper electrodes(140). The plurality of lower electrodes is formed on the substrate. The color filter is formed on the lower electrodes. The plurality of the upper electrode is formed on the color filters. The upper electrodes and the lower electrodes electrically connect to each other.
