PURPOSE: Packet classifying apparatus and method are provided to reduce times required for processing a packet classifying operation according to a downlink packet by using one field of a generic routing encapsulation(GRE) header for accessing network.;CONSTITUTION: A searching table(214) maps an accessing index responding to the flow of services and the first field value of a tunnel header. When a downlink packet is received from network through tunneling, a searching part(215) detects the first field value from the tunnel header of the downlink packet. The searching part searches the accessing index responding to the first field value from the searching table.
