PURPOSE: An access facility management apparatus and method thereof are provided to calculate investment priority for an access facility by considering of an excessive traffic generation section and by calculating the optimum number of service demanding clients.;CONSTITUTION: A communication unit(61) receives information for connected management target apparatus from a network traffic management apparatus. A configuration unit(62) constructs an access network topology by using facility information. A management unit(63) calculates traffic values per a subscriber according to each quality guaranteed service. An analysis unit(64) calculates the traffic values per the subscriber of each quality guaranteed service in a target timing.
