PURPOSE: An image block phenomenon removing apparatus and a method thereof are provided to reduce a block phenomenon without image degradation of an image based on filtering intensity.;CONSTITUTION: A flat area block effect detecting unit(110) detects a block phenomenon of a flat area from an input image of an image block effect removing unit(100). The image block effect removing unit removes the block phenomenon by using low frequency coefficients. An edge area detecting unit(130) detects an edge area from the input image.
