PURPOSE: A sewage and wastewater treating apparatus based on a bio membrane and aerobic granule sludge and a method for the same are provided to improve treating efficiency with respect to organic materials, nitrogen, and phosphorus. CONSTITUTION: A sewage and wastewater treating apparatus includes a transferring pump(5), a reactor(10), an air supplying part(25), and an internal circulating pump(30). The transferring pump introduces sewage and wastewater into the apparatus. The reactor includes a bio membrane part(11) and an aerobic granule sludge part(12). The bio membrane part maintains anaerobic and anoxic state to implement the dephosphorization and the denitrification of sewage and wastewater. A bio membrane(15) is embedded in the bio membrane part. The aerobic granule sludge part implements nitrification, organic material oxidization, and excessive phosphorus taking operations with respect to water from the bio membrane part and is filled with aerobic granule sludge(20). The air supplying part upwardly injects air to the aerobic granule sludge part. The internal circulating pump circulates the water from the aerobic granule sludge part to the bio membrane part.
