PURPOSE: A wireless resource management method based on traffic patterns of a terminal is provided to transfer each state by considering of the traffic patterns of the terminal.;CONSTITUTION: An information storage unit of a wireless control unit collects information for setting the QoS(Quality of Service) level of a terminal(S400). The QoS level set unit of the wireless control unit sets the QoS level of the terminal(S410). The transition condition set unit of the wireless control unit sets a transition condition according to the QoS level of the terminal(S420).
