PURPOSE: A method for environmentally repairing a reinforced concrete building with waterproof and rustproof protection layers is provided to reduce the deterioration of steel bars, and to effectively prevent water from becoming absorbed into the building.;CONSTITUTION: A method for environmentally repairing a reinforced concrete building with waterproof and rustproof protection layers comprises following steps. A part to be repaired of a deteriorated reinforced concrete building is selected, and the sand blasting is processed. Water is supplied to the surface of concrete. A reducing rustproof coating material is spread on a corroded reinforcing bar(7), and a rustproof coating material layer(1) is formed. Rustproof mortar is spread around the reinforcing bar and concrete, and a rustproof mortar layer(2) is formed. Adhesion enhancers are spread on the rustproof mortar layer, and an adhesion enhancer layer(3) is formed. Rustproof mortar and waterproof mortar are spread on the adhesion enhancer layer.
