PURPOSE: A top-end tension plate structure with an integrated top-end plate and a method for manufacturing a concrete pole with the structure are provided to form the covering depth of a top-end side into designed thickness by inserting a shortage of concrete mortar of the top-end side. CONSTITUTION: A mortar insertion space(540) is formed inside a top-end tension plate(520). A length adjusting spiral unit(522) is longitudinally formed on an outer surface of the top-end tension plate. A top-end tension fixing nut(600) is inserted into the adjusting spiral unit. A tension device combining unit(530) is integrally formed on the top of the top-end tension plate at a right angle. A protrusion(532) and an insertion unit(534) are alternatively formed.
