PURPOSE: A positive electrode active material is provided to provide excellent electrochemical activity to lithium-manganese-based oxide even in relatively low voltage through a simple method, thereby capable of maintaining capacity after continuous charging and discharging. CONSTITUTION: A positive electrode active material comprises a composite which is obtained by mixing and milling lithium manganese oxide represented by chemical formula 1: Li_2M_xMn_(1-x)O_3, graphite, and conductive carbon. In chemical formula 1, 0=x=0.2, M is selected from Al, Mg, Ni, Co, Fe, Cr, V, Ti, Cu, B, Ca, Zn, Zr, Nb, Mo, Sr, Sb, W, Ti and Bi. The content of the graphite and conductive carbon is 0.5-20 weight% based on total weight of the composite.
