PURPOSE: A region cooling and heating system using a heat pump is provided to reduce fuel consumption by supplying t heating source using a low temperature heat source and heat pump. CONSTITUTION: A region cooling and heating system using a heat pump comprises a district cooling and heating center(100), a heat transport part(300), a user heat exchanger, and a heat pump. The district cooling and heating center comprise a low temperature heat source production part. The heat transport part conveys the low temperature heat source water, produced in the low temperature heat source production part, to the heat supply target area(200). The heat pump selectively offers cooling or heating energy to the heat supply target area by using the low temperature heat source water.
