PPROBLEM TO BE SOLVED: To safely, easily and reliably perform switching work of a basic heat supply plant while stabilizing operation of the whole system without stopping operation of the heat supply plant. PSOLUTION: In the district heating and cooling system constituted by connecting a plurality of heat supply plants 1 and 2 including heat source facilities 4 and 22 of heat media with receiving facilities of demanders A, B and C through a heat supply pipe 3, each heat supply plant 1, 2 includes a bypass pipe 8, 24 for a differential control valve 9, 25 settable to either an automatic control state or a manual operation state to bypass the heat source facility 4, 22, and a pressurization device 11, 30 provided to be connectable to and separable from the heat supply pipe 3.
