PURPOSE: A tack welding device for a pipe to a flange and a tack welding method using the same are provided to easily maintain the right angle between a pipe and a flange by fixing the flange and a stepped insertion rod to a base plate and inserting the pipe in the stepped insertion rod. CONSTITUTION: A tack welding device for a pipe to a flange comprises a stepped insertion rod(1), a base plate(2), a pipe(5), and a flange(6). The stepped insertion rod is vertically fixed to the base plate. The pipe and the flange are inserted and tack-welded in the stepped insertion rod. In the stepped insertion rod, a threaded part or through hole(1a) is formed on one end for vertical fixing to the base plate, a stepped part(1c) having a diameter equal to the inner diameter of the flange and a thickness proper for the thickness of the flange is formed in the middle, and an insertion part(1b) corresponding to the inner periphery of the pipe is formed on the other end.
