PURPOSE: An advertisement board installation approval or installation establishment service system based on communication network are provided to manufacture outside advertisement board by giving drawing and specification to an outdoor advertising manufacturer. CONSTITUTION: A design processor(13-3) stores a manufacture manual about an outside advertisement board in database. A design selecting unit(13-4) selects one image which is supplied through the design processor. A licensing procedure unit(13-5) processes the guideline of the related administration procedure according to the selected image. An application output unit(13-6) converts the process result into an electronic document.
