PURPOSE: A method for manufacturing low carbon and low phosphorus steel using a mini-mill is provided to manufacture low carbon and low phosphorus steel by reduction in the outflow of slag. CONSTITUTION: A method for manufacturing low carbon and low phosphorus steel using a mini-mill comprises following steps. In order to minimize re-phosphatization phenomenon, supplementary raw material is put into an electric furnace before the molten metal is put-out to a ladle. Deoxidant is put into the ladle, and early deoxidation is performed for desulfurization promotion when the molten metal is put out to the ladle. The supplementary raw material is put into the slag of the electric furnace.
