PURPOSE: An apparatus and a method for automatically switching the operational mode of a pressurizing film are provided to effectively control the contamination of the film and to improve energy efficiency. CONSTITUTION: A feed water storing bath(T1) stores feed water. A mixing bath(T2) mixes the feed water and coagulating chemicals to form micro flocs. A coagulating bath(T3) forms coarse flocs based on the feed water with the micro flocs. A settling bath(T4) settles the coagulated flocs. A film-based water bath(T5) receives supernatant water from the settling bath. A separating film(110) is operated based on an all filtering mode and a circulation filtering mode and treats the feed water from the film-based water bath. A backwashing bath(T6) is installed between the separating film and the film-based water bath and stores backwashing water. A pressurizing pump(P1) pressurizes water from the film-based water bath to the separating film. A treated water bath(T7) stores treated water from the separating film and supplies the backwashing water. A backwashing pump(P2) supplies the treated water as the backwashing water to the separating film in case of a back washing operation. A compressor(P3) supplies compressed air to the separating film in case of the backwashing operation. A measuring unit, a turbidity meter, a thermometer measures the chlorophyll-a, the turbidity, and the temperature of the feed water. An automatic controlling computer controls the apparatus based on the quality of the feed water.
