PURPOSE: A functional sidewalk block having natural stone texture is provided to improve workability by using a small amount of water which does not have pressure. CONSTITUTION: A functional sidewalk block having natural stone texture is manufactured as follows. A mold is filled with a concrete composition for a foundation layer, and a foundation layer is formed. The mold is filled with a concrete composition for a surface layer on the foundation layer to form a sidewalk block molded body. Washing water, which does not have pressure, is sprayed on the surface of the sidewalk block molded body to transfer fine cement powder into the sidewalk block molded body. A surface layer is clearly formed by spraying rinsing water which does not have pressure on the surface of the sidewalk block molded body.
