PURPOSE: A manufacturing method of a polymer emulsion is provided to not need to use organic solvent in coating process, thereby simplifying coating process, and capable of manufacturing a polymer emulsion with long-term storage and excellent weatherability. CONSTITUTION: A manufacturing method of a polymer emulsion comprises a step of a first emulsion polymerization using a series type continuous reactor in which a B tank, an A tank, and a reactor are connected in series in order by putting 2-10 weight% of a composition in the A tank into the reactor; a step of a second emulsion polymerization by putting a composition in the B tank into the A tank, and putting compositions in the A tank and the B tank into the reactor; and a step of neutralizing a polymer emulsion after the emulsion polymerization.
