The present invention relates to a method for manufacturing water-resistance reinforced-type acryl emulsion latex wherein a functional monomer and silane are applied to a general lipophilic acryl monomer and a functional acryl monomer, and an eco-friendly emulsifier without APEO and benzene is used for polymerization and synthesis, and adhesiveness, water resistance, and re-adhesiveness of the water-resistance reinforced-type acryl emulsion latex are excellent, and a coating process is simple, and elution properties of the manufactured coated granular fertilizer are controlled in an easy manner, and the swelling phenomenon of the coated granular fertilizer can be reduced. The method for manufacturing water-resistance reinforced-type acryl emulsion latex comprises: a step of firstly performing coating with a first coating composition, formed by discontinuously polymerizing a reactor composition, a tank composition, a preprocessing composition, and a post-processing composition; and a step of secondly performing coating on the outside, coated with the first coating composition, with a second coating composition formed by discontinuously polymerizing the reactor composition, a tank composition, a preprocessing composition, and a post-processing composition.
