PURPOSE: An online relay system, an online relay server thereof, and an online relay method thereof are provided to automatically generate a portion of a relay plan by analyzing moving pictures about a plurality of parties, thereby quickly performing a relay procedure. CONSTITUTION: A moving picture extraction module(12) extracts parts related to at least one issue from moving pictures. A text conversion module(14) converts voice signals with the extracted moving picture into a text. An issue list generation module(16) generates a first issue list and transmits the first issue list to a terminal of a mediator. The issue list generation module transmits a second issue list transmitted from the terminal of the mediator to terminals of parties.
