The invention relates to test and measurement equipment and allows to investigate the liquid streams and gas. The utility model can be used in basic and applied research in the experimental hydro, aerodynamics and gas dynamics. The contactless optical-laser diagnostics transient regimes of eddy currents, based on the combined use of LDA and PIV, comprises a pulsed laser with the characteristics: pulse energy - not less than 120 mJ, the switching frequency - not less than 16 Hz, the two CCD cameras with frequency resolution of 8 to 16Hz angled 30 ÷ 120 ° to each other and at an angle of 15 ÷ 60 ° to the bore axis of the rotor, optical prisms, image processor, the laser anemometer with an optical probe configured to argon laser and a processor processing d oplerovskih signals, and a personal computer.
