The device has a mobile (2) whose blocking unit is formed by a blocking surface arranged such that force transmitted by an escapement wheel (1) on the surface passes close to center of rotation of the mobile. A blocking unit of another mobile (3) is formed by another blocking surface arranged such that force transmitted by the wheel on the latter surface passes close to center of rotation of the latter mobile. Mechanical transmission units of the mobiles are formed by a pulse surface and another pulse surface (32) whose angles are of same sign as that of rotation angle of the wheel.
