The plant has double-acting valves (4, 5) located on a movable cylinder (9). A balanced hydrostatic vacuum pump comprises a piston pump arranged with an immovable water piston and the movable cylinder, where function of the balanced hydrostatic vacuum pump is regulated by the double-acting valves. The piston connects a crank mechanism to an electric generator through a working shaft. A movable pipe (1) creates vacuum above water level in a reservoir. The piston is moved to left over a piston rod under the action atmospheric pressure.
