The locking device has a phase adjusting unit (18) for adjusting a phase position and a setting unit (30) which is provided to regulate the phase position on a base phase position. Another setting unit (47) is provided to change the phase position around an adjusting angle. The latter setting unit is partially independently controllable by the former setting unit. An independent claim is also included for a method for manufacturing a locking device for an internal combustion engine valve train device, particularly a camshaft adjustment device.
