The device (10) has an anchor device (50) designed such that the power device is held by the anchor device with respect to a flow direction of water against flowing water. A leveling chamber (60) is provided in a flow body (20), which comprises a ventilation device (70). The ventilation device is designed such that gas contained in the leveling chamber is exhausted from the leveling chamber, and water is penetrated into the leveling chamber by suppression of the gas so as to change lifting force of the power device. Independent claims are also included for the following: (1) a method for using a hydraulic power device in a water body (2) a hydraulic power system comprising a hydraulic power device.
