The method involves measuring traction energy consumption of rail vehicle using sensors and comparing the measurement value with reference value for carbon dioxide emission. The traction energy consumption measurement value and comparison result are transmitted to control center so as to control operation of rail vehicle. An independent claim is included for energy management device of rail vehicle.
