The element (1) has upper and lower layers directly or indirectly connected with each other. The upper layer includes a bound granulate layer (3) via which water flows limitedly, where the lower layer contains water-impermeable material. The lower layer is formed as a bending-resistant support layer (2) that includes an upwardly extending side bar (6) on both sides and forms a flat trough. The granulate layer is filled in the trough and contains granulates bound by a binding agent i.e. reaction resin. The support layer is made of strand profile e.g. aluminum or fiber-reinforced plastic.
