The element has a flexible casing (1) in which an electrically insulating and/or fire-resistant and/or moisture-absorbing and/or acid-resistant filling material (2) is accommodated in form of a bulk solid. The casing completely consists of a fabric that is sewn by glass fibers and/or yarns (3, 4) made of PTFE. The filling material has a granulate made of vermiculite e.g. Perleen 444(RTM: aluminum-magnesium-silicate), perlite, foamed glasses and/or hollow glass spheres, and pores are formed between the fibers of the fabric.
