The system has parquet or laminate floor panels (1) longitudinally and transversely connectable with each other. An insulating- and adhesive layer is arranged between the panels and a laying surface (10). The adhesive layer includes prefabricated adhesive strips (12, 14), which are arranged parallel to each other and attached before moving the panels on the laying surface. Each adhesive strip includes multiple sticking cords (16) that are arranged adjacent to each other on a removable carrying film. The adhesive strips extend along a panel longitudinal direction. The floor panels are designed as high density fiberboard (HDF)/medium-density fiberboard (MDF) or vinyl-based fabricated panels. An independent claim is also included for a method for laying a floor.
