The device (10) has a lysimeter vessel (18) comprising a cutter (19) at periphery and surrounded by a cutting device (20). The cutting device comprises another cutter (21) rotatable around a longitudinal axis of the vessel, where shear stress is introduced into fixed matter by cooperation of the cutters. The cutters are relatively movable against each other and directly lie against each other, where forces applied by cutters on the fixed matter act on an application line for realization of shear stress. An independent claim is also included for a method for removal of cylindrical samples from volumes of fixed matter.
