The device has a microcomputer for performing a change process to change a resistance value of a starting current reduction unit (20) from a high resistance state to a low resistance state when electric power is supplied to a starter (10) by a battery (18). The microcomputer detects a parameter value in correlation with the change in the resistance value when the change process is performed. The microcomputer performs diagnosis based on the parameter value to find whether an abnormality arises in the starting current reduction unit.
