The handover from satellite network (101) to cellular network (102) is performed by searching and registering a foreign agent (FA) (130) in relation to cellular network based on a return-link encapsulation (RLE)-based trigger signal and a radio link trigger signal, when MR (120) is in a rain attenuation region. The handover is performed from cellular network to the satellite network by searching and registering FA in relation to satellite network based on RLE-based trigger signal and a satellite link signal, when MR is moved away from rain attenuation region. An independent claim is included for method for method for determining whether data packet loss occurs during control process.
