The device has a rotor disk (20) whose axial cells (18) receive roots of blades. An annular shell (22) of the disk is extended toward upstream from an upstream side face of the disk. An annular flange (30) maintains the blades, and is arranged around the annular shell of the disk by arranging an annular space (32) with the disk. The annular shell of the disk is provided with ventilation orifices (48) emerging from an air diffusion cavity to supply cooling air to the air diffusion cavity that emerges from the axial cells of the disk at upstream ends for cooling the cells.
