The device (1) has a square rail (9) whose lower and upper ends (11, 12) are integrated to a structure of a swimming pool, basin or water surface. A rail (13) is connected with the lower end of the square rail through a junction element (14), and with a connection point (16) located on the square rail. The upper end of the square rail comprises an adjustable fixation unit (15) e.g. screw, to adapt the length of the square rail. The rail comprises a segment (17) higher than the connection point so as to receive a gutter support (8) between the end of the segment and the structure.
