The device has an intermediate pulley or disk pinion (10) cooperating with a chain transmission (15). The chain is maintained parallel to an oscillating arm (2) or at the geometrical representation of the arm oscillating in its rotational center of a geometric axle (21). Upper and lower non-parallel oscillating arms (3, 4) operates with a hub carrier (6). The non-parallel oscillating arms form a deformable quadrilateral part, and the hub carrier includes wheel spindles that are respectively offset forward and rearward.
