The device (D) has an exchanger (EE) exchanging heat with outer air with current temperature. An electric fan unit (G) includes a propeller (H) that is driven in rotation by the air. An electric motor (ME) is coupled to the propeller. A processing unit (MT) is arranged to determine a variation between a measurement value representing current voltage and a reference value representing reference voltage of the electric motor in presence of current speed of a vehicle and current temperature, and arranged to determine variation of icing information of the exchanger. An independent claim is also included for a heating/air-conditioning installation of a vehicle, including an exchanger.
