The device has a deploying element (22) deployed near a target by a deployment unit based on a command delivered by a synchronization unit, and projected outside a structure of a carrier projectile. The element is arranged interdependent with the carrier after deployment. The element is formed with multiple nets that comprise multiple cobweb type rigid nodes (41), which are connected together by cobweb type flexible meshes (42). The nets are arranged one behind the other along the structure. The element is arranged around a cylindrical core with explosive load.
