The device has a container (1), and an internal space (14) for receiving a plastic bag (2) containing liquid. A tap (3) of the plastic bag cooperates with a hole located on front and rear surfaces (10, 11) of the container. The container is formed of two half housings (7) complementary to each other, where each housing half includes a notch partially complementary to the valve. The hole of the container is formed by cooperation of the notch. A blocking system e.g. lock, is in co-operation with the two half housings.
