Use of aluminum oxide and phosphorus pentoxide compounds (I) for solubilizing rare earth metal ions as doping agents in silica-based glass, is claimed, where the ratio of molar concentration of phosphorus (Cp) and aluminum (CAl) is 1.3. Independent claims are included for: (1) silica-based glass comprising: rare earth metal ions, and aluminum oxide and phosphorus pentoxide; (2) optical fiber comprising a silica-based glass; and (3) nuclear glass comprising a silica-based glass.
